Uninstall Joomla? Error 1203 since Joomla install 2 Months ago

I only ask this because since I installed Joomla 1.5, I can not log into Joomla, and I cannot access my database in MySQL administrator OR phpMyAdmin. I am getting error 1203, user root has more than 'max_user_connections' active. First of all, the user ID and password for Joomla I'm using is exactly the same as is being used in the video tutorial. The user ID and password I'm using to get into MySQL Administrator is what I set when I installed MySQL. I can log in, but since I installed Joomla, I get that 1203 error.
This is totally a test setup. I am installing all on my Windows XP, running IIS 5.1. PHP, MySQL and finally phpMyAdmin....after much hassle was working perfectly. Then I installed Joomla. Followed all directions, and cannot log in and now I can't even access any of my databases in MySQL....
The other thing that happened was that Microsoft updated my computer overnight and did a reboot. I thought maybe that might have affected it. I did a system restore to the day before the Windows update. No change.
So, the only thing I can think of to do is uninstall Joomla...And I'd like some advice, so I don't miss a piece of it.
Or any help from anyone as to why I'm getting this error? I'm dead-in-the-water, at this point. WCW
